>From 75 to 85 on Bus and Vanagon Models, there were California market models with stricter emission requirements and Federal market models with their own requirements. This extended to specific ECU (Brains), EGR, exhaust and cat converter requirements for each market. If a Federal market model is brought into California, the smog technician, after checking the emissions sticker, tests the vehicle under those standards the vehicle was originally built for, both visually and the sniff test. For a while California used to charge a one-time "Smog Impact Fee" to allow Federal models to be tested and allowed to be registered.
