My experience with a very heavily outfitted 1970 Westy -- two fridges, solar, house batteries, etc. -- is that I get very poor mileage in the city -- 13 or 14 mpg -- but quite acceptable mileage on the highway -- 20 to 22 mpg. It is the nature of the beast that most of your power is used getting a heavy load going. I wonder if Bob is simply a victim here of driving conditions more than anything else. A test would be to fill the tank and then drive 100 highway miles and fill it again and see how much fuel is consumed at steady speed.
