20 minutes may just be enough to fully top up a battery you used to start it, definitely not if you stop and start along the way. Get a smart charger (3 stage, it will go to standby when battery is fully charged). A fully charged good battery just off a full charge will be 13.2v (2.2 per cell) max. A resting battery, post charge, with no current draw, will be 12.7 after 2 hrs or so. Your voltmeter is suspec; they tend to read high if they need new batteries. You should see some rise in voltage after you turn on the bus if alternator is working. Dirty way, turn on lights and start it, they should brighten up. Get a hydrometer and measure the actual specific gravity of each cell, it is the most accurate way to determine current state of battery.
