Michael, Oddly with stripping countless busses I've never tried to remove it by itself from the padded section. The glass does not need removed, just makes it easier to get to the screws on the tabs along the windshield, but they are still quite accessible regardless. Those, the steering column, and the screws on each end of the padded section and it pretty much comes out as a unit. You might be able to get to the screws holding the padded section to the dash top en situ, but it will take some PITA contortions. With the instrument panel and glove box out of the way, probably doable, but it will be a PITA, far easier sitting there in front of you on the ground once out. But if you really want to maintain steering column support or the like you might do it.
