[T2] auxiliary air regulator question

Hi guys ,

I have a question about the auxiliary air regulator on a Vanagon 1983
Bentley manual said that it must be open when temp is cold. How open is 
open ???
I went to see Bruce Tassi (CA/Colma) and inspect dozen of used ones, the 
maximum opening was 25%.
Are those thing need to be 100% open at cold temp ?  I have some hard 
time to think that all of them was screwed up.

Did anyone did a DIY rebuild BTW?
