[T2] Air in brakes problem continues

Brian,

If the fluid is clear of big air pockets and there are no visible fluid
leaks, it sounds like a master cylinder.

The master cylinder will still partially function even when it is failed,
making it difficult to diagnose. So far I have had 3 pre-'71 buses in the
last year come in with the exact same symptoms you describe. Each one was
meticulously bled and all needed a Master Cylinder.
