[T2] Head bolt torque value

I have experienced, and a friend has experience this same malady ....
... The 8 nuts torqued to that prescribed small 23 ft-lb value,,,, coming loose !

Would double nuts help? (I think it might)
-or-
How about a drop of high temp loc-tite being seeped into the nuts after their being properly torqued (?)
