I agree with Hal, looks to be window scraper seal from something modern, and I'm only saying VW cause Tom thinks it is.  Could be anything I'd say if it didn't have a VW part stamping.  With those cast ends smacks of modern FWD VW, but modern could be anything after about 1980ish, though I'm inclined to think newer.
