[T2] carb rebuild SP

This hot-start problem is common in our busses. Many folks install a
"Hot-start relay" to remedy the situation.

​It is indeed flooding. I recommend instead of stomping on the pedal in
this situation, to just hold the pedal down (when hot starting). A carb
rebuild may not be necessary.
