I'll bet that the booster is full of bake fluid, and causing this. take the master cyl off.. and dip something in the hole to see if there is fluid in there if there is ,,, use a steel tube bent in a U so it can go in thru the hole.. and reach near the bottom of the booster... and then put a hose on the other end,, and figure a way to pump the fluid out,, or siphon the fluid out,, or use a wet vac ,,, or tip the booster up to drain it,,, or,,,, old master cyl can leak out the seal that is between the master and the booster,, and you will have a fluid leak that you can't see..
