[T2] Indexing distributor

rebuilding type 4 1700. Distributor drive pinion had been installed in its
bore and a paper towel wedged in to hold in place.

Tightening up perimeter case bolts and drive pinion falls out.

Would be no problem if clamp was on distributor and in place, but it's not.
Had it apart earlier and don't trust location.

I can see cam lobes and find top dead center on compression stroke. How can
i get pinion properly indexed?
