[T2] Lifters pumped up too hard

Hi to all,

I have my lifters pumped up so high that I had to set my rockers to zero gap.  
They just don’t collapse at all in the car.  I did not try them outside of the car yet.
My question is; what can make this happen?
I have not found anything amiss when I took the ‘oil pressure control valve’ out.  

Is there someone who can answer this?
