Yes, they really need to remove the engine. If your 1976 is like my 1977, there are two possible places for it to leak. First is the rubber hose between the tank and the metal filler tube, and the other is the 90 degree rubber connection that is held in place by the metal ring around the filler hole. These have a tendency to get damaged when ham fisted gas station attendants jam the pump nozzle straight in, not realizing that the filler neck is turned towards the front of the car. I would replace all the other emissions hoses while you're at it. There are two short sections, about 3" of hose, on either side of the engine compartment, connected to the pipes coming down from the evaporative things in the air scoops. You can't see them, so feel up along the pipe headed in that direction.
