Studying the Ratwell page for the umpteenth time, and thinking through the system - this is my thought at this point

My heater control cables have stretched or slipped - causing the flaps to not open all the way. I do remember while owning this bus - that air would come our with a lot of force at one point, then just seemed to stop having the same force.
Or my flappers are having problems. It looks like the only way to check those flappers is to remove the heater boxes.

Next step - look at the heater cable to heater box connection. Disconnect, wire box fully open, and see what I get for airflow. If there is a big improvement - then I've found my problem. As for the gaskets - I see the ratwell drawing of the gaskets. I'm not sure exactly where these go, but I'm sure if I go crawl under the bus for a while - I'll see where they go.

oh no Kevin, heater box controls massively affect airflow, if not fully open to the front (hard wired like I mentioned before if cables have stretched) they are just dumping airflow and heat under your gas tank there up by the tranny.  It doesn’t adjust temp by blending, rather just dumps total heated airflow.

Bulk of flow is from the electric fan engagement as well, if it isn’t contacting at the controls but you know when/if it comes on (squeaky squealy).   Often the gaskets sealing the heater boxes to the cooling fan shroud (again originally asbestos, replacements were molded something else) are gone so little flow until the electric engages, those being gone are a big leak as well of course.  And of course if the one way flappers aren’t present in the shroud to heater box junctions, when the electric kicks in it is just fighting and blowing back into the engine cooling fan shroud instead of to the front.  The flappers like the gaskets often disappear in warm climates.
