     Sounds like what we dealt with recently.
We found the spade terminal connection at the base of the steering
column (accessed
from behind the front bumper) had disconnected.
The 12v+ is supplied to the horn  –  only when key is on.
Horn sounds when 12v– circuit is made via horn button.
