You appear doomed to engage the best mechanic you can find, if you are going to get your vehicle reliable again. Can you not then discuss with the mechanic how much you'd save by not having him take out the engine/trans? I'm sure you're wise to replace, or at least POR-15, the tank; that will be done while the engine is out. A coherent sequence of operations like that, performed by a mechanic familiar with your typ-4 engine, is the best way to get on the road soon. It is not proven that you would, all in all, spend less in your much lengthier process starting with your learning to drop the motor. Perhaps you can find, so handy to Juarez and other Mexican towns where VW mechanics became very good at dropping & rebuilding VW motors, a v experienced typ-4 mechanic keen to earn a living ... My '57 1200 bus had to be rebuilt in Mexico City (ran big-end but without slapping a rod thru the crankcase). The resulting motor was v g, and cheap, with clearly defined fees. Engine removal was a minor item on their impressive price list, in 1967. How much remains in that former VW-mfg nation of that line of expertise? Seriously, a proven record of experience with air-cooled VW could be a strong reason for accepting an immigrant pronto.
