[T2] external battery charger

yeah, that's an old wives tale that continues to be distributed....

the battery absorbs the charging current, and unless the charger is
seriously broken, it's a non-issue.

otoh, DO NOT try to use a charger to power a car that does not have a
battery....that'll fry stuff fast.
