[T2] Disc brakes dragging

Alright, I just shortened the pedal to booster rod a full turn on the
adjustment. There is clearly a gap. I performed my pedal pressing dance and
took a drive for about 10 minutes. The pedal slowly came higher as I drove
around until the brakes were dragging again. Stopped shut off the engine
and pressed the pedal 10 times and it incrementally went down to about half
way from the 5th to the 10th pump. Am I looking at a defective brake
booster?  Or is their a check valve in the master cylinder that may be
sticky?
