I would not recommend neoprene. I would go with something less compressible. One material that comes to mind is Poron foam. Available from McMaster Carr. About $10 per 12" square. Great stuff, does not take a compression set. I like the cork idea too. I think the original material was jute or felt. Yes, glue to one side only in case you need to remove the tank someday.
