2-7 lbs is a bit out of range. More like 3 or 4. More than that will overwhelm the needle valve and flood the carb. Of course, as you said, high float setting will do the same, as will a hardened rubber tip on the needle valve. Pressure test is good, but on mechanical pumps, they tend to either work or not. If you have the type than can be opened up, look for a cracked diaphragm. Incorrect rod length can also cause insufficient volume. Otherwise I'd be more likely to look for problems like clogged fuel filter or fuel tank outlet. John
