Hi Rob,
Would do a full tune up first.  
  Next would be a good cleaning of the carb if the first does not work, if really dirty clean it again, and again if need be.  Soaking over night in degreaser is a must for each cleaning.

If problem continues, you need to replace carb float with known good one.  While they can be obvious with fuel in them to be leaky, sometimes the float just can be too heavy to shut off the valve above it.

Or could be a bad shut off valve, been lots of reports of new valves being junk.

Could even be a cracked carb or too much fuel pressure from the pump.

Have even seen the problem to start up due to partly plugged accelerator nozzle.
