Do it right. Scrape the liner off yourself if you don't want to pay to
do it. If there's hidden rust, you want to know about it. There's no
sense paying $2000 if you're not going to do it right.

I'm stripping a bus now. I wouldn't spend the money on sand blasting.
It means I don't get all the paint off, but it's sufficient to inspect
and ensure the metal is healthy before a fresh coat of primer goes on.
