a return to tank hose will allow the excess to bypass back to the tank,, but 
that is what a regulator does..

I have added [ and removed] gaskets to make the pressure lower [higher]

the lever is spring activated, with a fair amount of throw.. so adding a 
gasket will use less throw of the pump,, pumping less fuel.. resulting in 
less pressure..
the rod still stays in contact with the pump..
