You can do it with the hub on, just might need a needle nose on the long straight end of the spring to get it hooked up while working behind the hub. If you can, work on one wheel at a time, then you can use the side you're not working on as a reference. I've had trouble getting the parking brake cable hooked up before - if you have trouble there, loosen the adjuster (under the middle of the bus, where the front parking brake cable meets the two rear ones).
