Try looking for a vacuum leak in the brake vacuum booster line. Unhook the line at the intake manifold and plug the hose connection on the manifold so that no air leaks in. See if you can get it to idle like this. If so then the problem is in the vacuum booster line or the vacuum booster itself. Mine had a rotten piece of hose between the steel booster line and the vacuum booster itself. Rubber rotted inside the fabric covering on the factory hose and it just crumbled when I pulled it off.
