Thanks for all the tips - it appeared to be the copper thing under the steering wheel. I put a piece of cardboard under there - and it now works. I know on my other buses, you can adjust the gap between the steering wheel and the pod/think below. I don't see if that is possible on my '78 Westy. Check with a voltmeter for continuity of 12 volt current to horn...with key on, down under neath the drivers side footwell, where horn is. Mine is a 74, but maybe that little wire at bottom of column, if it is on a '78, has come loose or rusted....? I had to grind flloor bracket bolts off on floor, fix wire and then put everything back...but got lazy and replaced ground off floor mount nuts with a single large sheet sheet metal screw, but did not put two screws on opposing sides of column mount, and first trip out, first corner...BEEP ad nauseum, until I got home, reconnected column wire, remounted screws, viola! Honks only when I want it to!!
