Ck for vacuume leaks, make a smoke tester and I bet you find atleast one hose or gasket leaking. Tons of great vids on YouTube to make a smoke tester. There should be residual pressure in the lines after minimal cranking. If you crack this cap open, some fuel should come out under pressure.
